The following is a list of infrastructure, stormwater, parks and trail, and community projects in Nevada. Each one is in various stages of project life. Please check back for frequent updates.

2017-18 Capital Improvement Projects (CIP)

Project Description: The 2017 CIP improvements are anticipated to be bid in four separate contracts, including the following:

2017 Street Improvements Project

This project consists of reconstruction of streets, sewers, and water main at various locations throughout the City of Nevada, including the following:

  • 8th Street, from E Avenue south to Indian Creek: Reconstruction of street, water main, sanitary sewer, and storm sewer
  • 6th Street, from I Avenue south to the Union Pacific Railroad South Track: Reconstruction of street, water main, and storm sewer
  • 7th Street, B Avenue to E Avenue: Reconstruction of water main
  • B Avenue, 7th Street to 8th Street: Reconstruction of water main
  • E Avenue, 5th Street to West 3rd Street: Reconstruction of water main

Contract Amount: $3,023,260.75

Estimated Start Date: March 29, 2017

Estimated Completion Date: November 2017

2017 Asphalt Paving Improvements Project

This project consists of HMA overlays on the following street segments in the City:

  • 6th Street, UPRR North Track to Q Avenue: Crack and seat existing concrete pavement and HMA overlay
  • 11th Street, E Avenue to H Avenue: Crack and seat existing concrete pavement and HMA overlay
  • N Avenue, 12th Street to 15th Street: Crack and seat existing concrete pavement and HMA overlay
  • Cemetery roads: HMA overlay over existing granular surfacing

15th Street/H Avenue Lift Station Project

This project consists of a study and concept to relieve hydraulic overloading of the existing lift station during the initial phase. The second phase will consist of design of the preferred solution.

2017 Storm Collector Lines Project

This project consists of installation of storm collector lines at various locations in the City, including the following:

  • N Avenue, 12th Street to 15th Street
  • K Avenue, from 11th Street east to the dead-end (3 Blocks)
  • 12th Street, I Avenue to K Avenue
  • 13th Street, I Avenue to K Avenue

Project Status: The 2017 CIP improvements are anticipated to be bid in four separate contracts. The City anticipates design for the 2017 street improvements will likely be bid in December 2016 or January 2017.

Emerald Ash Borer Plan/Project

Project Name: Emerald Ash Borer Five –Year Plan

Project Description: Emerald Ash Borer (EAB) is an invasive insect that destructively targets ash trees and has been confirmed in nearby communities. To proactively deal with this issue, the City will be utilizing a professional tree consultant and contractors to assist in the removal and replacement of these trees. The 370 ash trees within City right-of -ways, City parks, and at City-owned facilities will be systematically removed and replaced over several years to maintain a balance between public safety and replanting efforts.

Sidewalk Project

Current Sidewalk Program

Project Description: Sidewalks are an integral part of the transportation system for the City of Nevada. They provide a safe location for pedestrian traffic for all ages of citizens. School children utilize the sidewalks to travel to and from school. They allow walking and jogging while being safely separated from vehicular traffic. Without sidewalks the intermingling of foot traffic and vehicular traffic would greatly increase the chances for serious injuries to both the pedestrian as well as the motorist. The sidewalk program provides a means of reviewing the condition of existing sidewalks throughout the City. The program, by City Council directive, is an annual operation and the areas affected are shown on the City’s web site. The affected area is reviewed by staff and the notices are sent to the owner of record according to the County Auditor's office. The City encourages residents to participate in the cost sharing program and have the repairs completed. If residents decide not to participate, then the repairs shall be completed and the property owner shall bear the entire expense. The City of Nevada continues the sidewalk program in an effort to provide safe public walkways for its citizens. The 2017 inspection will concentrate on Zone 9. Inspections occur in the spring. The affected area is reviewed by staff using sidewalk defect figures adopted by the City Council. Notices are then sent to the property owner of record. The program allows affected property owners 90 days to make repairs and also provides an opportunity to cost-share with the City.

Recreation/Wellness Project

Project Description: In 2014, a community summit was convened to review and update the Nevada 2020 plan. From this summit, the Story County Wellness and Recreation Center Task Force was created and charged with leveraging key partnerships to work through the feasibility, community needs, and sustainability of a potential facility.

Purpose: To encourage healthy lifestyles, improve the health of the community, enhance quality of life, improve the attractiveness of our community and create new opportunities.

Opportunity and Key Principles: To determine the feasibility of developing a sustainable recreation / wellness center that will complement opportunities currently offered in Nevada and surrounding communities.

  • The facility will add new opportunities for all members of the community.
  • The center will enhance the ability to attract new businesses and residents to the community.
  • The project will be a partnership of diverse community stakeholders.

Project Status: Story County Medical Center and City of Nevada are evaluating the potential of developing a wellness and recreation center to serve Eastern Story County. They have partnered to conduct a needs assessment / feasibility study with a final report expected in December 2016.

Project Status: City Council voted on November 23 to reject the proposed plan, which was programmed for construction in FY 2018-2020. Mayor Lathrop appointed representatives from the City, County, industries, commercial businesses, retail businesses, residents, engineers, and Iowa DOT staff to serve on the US30 Task Force. They held several meetings between February and April 2016. During this process, they narrowed three concepts to this one proposed plan (PDF).

The public is invited to the regular City Council meeting on Monday, Sept. 26 at 6 p.m. at Gates Hall to hear the task force presentation and get answers to their questions. Water Meter Replacement Project

Project Description: Brown Supply and Maintenance Consultants of Ames has been contracted to replace all water meters in Nevada. The project began in July 2015 by sending out letters to residents explaining the project and what they must do to set an appointment for Maintenance Consultants to come in and replace the meter. The appointments are available daily throughout the week, with some evening and Saturday appointments available if necessary. The meter change takes approximately 20 minutes. When Maintenance Consultants arrive, they will turn the water off for a short period of time in order to change out the meter. There should be a working valve in front of the meter in order for the water to be turned off. The company requires that an adult be in the home while they are there working.
