Public Safety Director
Jeff Theulen
Jeff Theulen is the Public Safety Director of the City of Nevada. In that position he is responsible for Police, Fire, Emergency Medical Services, and Emergency Management for the City. P.S.D. Theulen was hired in June 2012.
P.S.D. Theulen has 28 years of Police Experience in the Council Bluffs and Omaha Police Departments. He retired in 2008 from the Omaha Police Department at the rank of Lieutenant. In his last Omaha assignment P.S.D. Theulen was in charge of the Air Support Unit of the Omaha Police Department providing public safety helicopter coverage to the City. P.S.D. Theulen holds a commercial rotorcraft and fixed wing airplane license. Theulen served in a number of police assignments including Homicide, Community Relations, Human Resources Supervisor, Patrol and ERU (SWAT). P.S.D. Theulen also recently retired from the Air Force Reserve at the rank of Colonel. P.S.D. Theulen is an Emergency Medical Technician and Firefighter I through the State of Iowa and has over 36 years of Firefighting experience in Iowa. The Public Safety Director holds a B.S. degree in Criminal Justice from the University of Nebraska at Omaha, a Masters in Public Administration from the University of Oklahoma, and a Law Degree from Creighton University. He is a member of the Iowa BAR. |
Chief of Police
Ricardo Martinez II
Chief Martinez is the Police Chief of Nevada, promoted to his current position in May of 2012 after serving since 2004 as the Police Sergeant in Nevada. Prior to his service in Nevada Chief Martinez served for 19 years in the Clinton Iowa Police Department serving as a Patrol Officer, School Resource Officer and Gang Specialist. Chief Martinez has been appointed by the Governor to the Iowa Law Enforcement Council and is on the Steering Committee for Child Protection at Blank Children’s Hospital and a member of the Story County Crimestoppers Board. He holds a B.A. from Mt. Saint Clare College., |
Officer Chad Koch
Officer Chad Koch has been a Nevada Officer since 2011. Prior to coming to Nevada, he spent six years as an Officer in two other Departments in Central Iowa. He is a member of the Story County Emergency Response Team (SWAT) and is the Department’s Defensive Tactics Instructor. He serves on the Story County Gang Task Force, and is a board member of the Nevada Community Resource Center. He also participates in the Internet Crimes Against Children Task Force (ICAC), the Story County Sexual Abuse Response Team (SART) and is a certified Field Training Officer.
Officer Koch is a 1999 AAU National Wrestling Champion and was a State Wrestling qualifier in High School. Officer Koch has a B.S. in Criminal Justice and Sociology from Simpson College. |
Officer Josh Cizmadia
Officer Josh Cizmadia is a patrol officer for the City Of Nevada. Officer Cizmadia has been a Nevada Police Officer since 2011. Prior to coming to Nevada, Officer Cizmadia worked as a Police Officer for the University of Iowa for two years. Officer Cizmadia coordinates the traffic enforcement activities for the Nevada Police and has been recognized for his drunk and impaired driving enforcement activities.
Officer Cizmadia has a B.S. in Graphic Design and Visual Communication from Collins College in Arizona and was Class President of the 230th Iowa Law Enforcement Basic Class. |
Officer Josh Grimm
Officer Josh Grimm was hired as a patrol officer in 2012. After graduating from the Basic Academy he has been assigned to the evening and night shift. Officer Grimm has an A.A. in Law Enforcement from Kirkwood Community College and a B.S. in Criminal Justice from Grand View University in Des Moines. |
Officer Dave Johnson
Officer Dave Johnson is a patrol Officer for the City of Nevada. Officer Johnson has been a Nevada Police Officer since 2009. He is the current Firearms Instructor for the Nevada Police and is certified as a Glock Armorer and patrol rifle instructor. He has also been trained as a RADAR/LIDAR instructor, Field Training Officer and an instructor in Operating While Intoxicated crimes.

Officer Matt Snyder
Officer Matt Snyder is a Patrol Officer with the Nevada Police. Officer Snyder has been a Nevada Officer since 2008. He had 7 years of previous experience as a Sheriff’s Deputy working in both the jail and patrol. Officer Snyder was also the Nevada School Resource Officer for a number of years. He is a defensive tactics instructor.

Officer Dustin DeMarest
Officer Dustin DeMarest has been a Nevada Police Officer since 2011. In 2012 he was appointed as the Nevada School Resource Officer and is assigned duties throughout the Nevada Community School System. Officer DeMarest has been trained in Crimes against Children and coordinates all police activity within the Schools.

Pastor Dave Burling
Police Chaplain Pastor Dave Burling is the Police Chaplain for the Nevada Police Department. He is available for pastoral care to citizens involved in traumatic incidents and provides pastoral care and counseling to our Department. Pastor Burling is the Associate Pastor at Memorial Lutheran Church in Nevada. He also serves as the hospital Chaplain at Mary Greely Medical Center. Pastor Burling has held a number of parish ministry posts in Wisconsin and Iowa.
Pastor Burling has a B.A. in Psychology from Luther College and has completed his Masters in Divinity from Luther Seminary. |
Cathy Jager, Administrative Assistant
Cathy Jager is the glue that holds the Nevada Police Department together. She originally started working with the Nevada Police Department as a temporary secretary in 2000 until 2004. In 2004 She became full-time as the Administrative Assistant. Cathy was born in Iowa, moved out west as a teenager, and attended college in Wyoming. She was thrilled to move back “home” with her husband and two children in 2000. Cathy loves talking with people and getting to know them, which makes her job enjoyable. She is a certified proctor of the Iowa Law Enforcement Academy’s written test and the MMPI. She has received numerous City awards for her customer service skills. |
