Elizabeth Hansen, City AdministratorThe City Administrator is appointed by the City Council to deliver high-quality, effective and efficient services to Nevada’s residents and businesses. Nevada’s elected officials, City Council, sets the policy direction for the City, the City Administrator implements these policies to achieve the Council's goals.

Examples of Essential Work of City Administrator:

  • Plans, directs, and supervises the City’s organizational, management, central administrative, budget and financial operations and activities in the implementation of policies established by the City Council;
  • Develops goals, plans and measurements for the identification and evaluation of the City’s problems and needs;
  • Confers with the City Council and appointed department and division heads and other supervisory personnel to discuss, identify and assess their organizational, management, administrative, budget and financial problems and needs;
  • Identifies the costs, timing and other key issues involved in meeting the City’s needs;
  • Organizes special task forces and projects to address organizational, management and administrative problems and needs as directed and authorized by the City Council;
  • Develops recommendations for enhancing the City’s operations and services in collaboration with the City Council, City department heads, and other supervisory personnel;
  • Recommends and oversees implementation of the City’s policies, rules, and regulations as established by the City Council;
  • Advises City department heads regarding the full range of organizational, management, administrative, budget, and financial policies and related issues;
  • Develops annual City financial plan and budget in accordance with policies established by the City Council and monitors monthly expenditures;
  • Provides assistance to the City Council and department heads in developing and presenting budgets based on planned service levels and programs;
  • Develops both short-range and mid-term operational and financial plans for the City;
  • Works with both elected and appointed City officials to solve internal organizational problems within department and across departmental lines;
  • Provides assistance to both elected and appointed City officials in program development and coordination of intergovernmental policies, programs, and operations;
  • Plans, organizes, and directs capital improvement programs and works with department heads in analyzing space, furniture, and equipment needs as required to modernize functions and operations;
  • Conducts meetings and workshops to maximize communications and cooperation among City departments and divisions and to clarify policies established by the City Council;
  • Analyzes and evaluates effectiveness of City operations, services and programs and reports findings and recommendations for improvement to the City Council;
  • Advises the City Council regarding cooperative efforts with other units of government, public-private sector partnerships, privatization efforts, consolidation of services, and related issues;
  • Serves as city negotiator and representative in dealing with union contracts and other contracts;
  • Interacts with citizens expressing desires for or concerns about city services;
  • Directs, supervises, advises, motivates, counsels, trains, and prioritizes and evaluates the work and performance of City department heads;
  • Supervises, enforces, and executes all local, state, and national laws, rules, and regulations as they pertain to the City;
  • Coordinates all activities and interactions of the City Council and City departments;
  • Conducts studies of the City’s organization, procedures, policies, and facilities, and recommends policies and procedures for consideration by the City Council;
  • Directs, coordinates, supervises, and evaluates all City services provided through the City’s various departments;
  • Recruits, interviews, appoints, motivates, evaluates, and disciplines all City department heads in accordance with adopted policies of the City Council and the laws of the State of Iowa;
  • Assigns, prioritizes, schedules, directs, supervises, motivates and evaluates the work of all City department heads in accordance with adopted policies and procedures of the City Council;
  • Oversees and participates in the planning and supervision of the construction, improvement, repair, maintenance, and management of all City property, capital improvements, and operations of the City except those activities managed by other Boards of Trustees;
  • Coordinates and cooperates with other units of governments, agencies, organizations and Boards of Trustees in the implementation of City policies, programs, and operations;
  • Investigates the office and conduct of all City departments, agencies, officers, and employees and compels the production of records and attendance of witnesses as required;
  • Attends meetings, conferences, and workshops as requested and authorized;
  • Assumes other duties as directed by Council, i.e. Deputy City Clerk in the physical absences of the City Clerk;
  • Overseeing 7 department and division managers, who supervise more that 39 full-time employees, plus 60 seasonal and part-time employees.
